The Republican leadership attempted to push through the continuation of certain measures without debate. Democrats and several Tea Party Republicans voted no, which means that the bill will be put to the house and debate allowed. They still have time to approve the bill before the PATRIOT Act expires.

So they want to keep the government in your private affairs, despite their claims.

And they will be extended. What happened is that the Republican leadership got sloppy, and tried to pass this using a quick procedure that needed 2/3 of the vote. They got a majority, but not the required super majority. So they'll just pass it normally in a week or two. Then the Senate will pass it, and President Obama will sign it. The vote, like far too many votes in Washington, was for show only.
Glenn Greenwald is probably best on this.
