Pakistan President Gen. Pervez Musharraf says he plans to resign as army chief by the end of November and begin a new presidential term as a civilian.

He has said this before, and not done it; I think he thinks that if he stands himself down from the army, he's in immediate and ongoing danger of being out-coup'd by another general. And he's probably right.

Or maybe the pressure really is getting to him. We'll see.
