It starts by saying its in Belgium, and having the signage be in English in that case makes no sense. Also, it's clearly at least 2 button pushes mashed together: the guy on the bike and the brown-haired girl leaning on the pylon. I found these things distracting and disingenuous.

The stunt was done as a launch of the UK-headquartered TNT Benelux, which shows English programs, and yes, it's a mashup of clips.

Unlike the US, most people in Europe speak English, haha!
