Actually, seems the fine was just for a broken cooler, no actual food problems. There ya go.

Turns out the fine was for a broken cooler a month ago that had the food tossed out on the day it was broken took about a week to get fixed, and has now been fixed for about a week. And there are no mice--it's a concrete building with holes in the outer walls from the dumpsters getting slammed against them.
