I'm thinking Silverberg wrote a story published as an Ace Double in the 1950s about a vehicle like the Dynasphere. But I think maybe they were sentient aliens, or just perhaps menacing weirdness, and not a person-carrier. Unsure; it's been too long since I read it.

I suspect Silverberg wrote on every possible concept during that period, so it could be both!
